    "content": "Thank you, Madam Temporary Speaker. I rise pursuant to Standing Order No.56(1)(b) of the Senate Standing Orders to make a statement relating to the activities of the Standing Committee on Justice Legal Affairs and Human Rights for the period April to August 2024. During the period under reference, the committee held 31 sittings at which it considered various legislative proposals, Bills, statements, petitions, inquiries and held stakeholder engagements as set out below – (a) Prepublication Scrutiny (1) — The committee conducted pre-publication scrutiny on one legislative proposal, the draft Constitution of Kenya (Amendment) Bill, 2024, sponsored by Sen. Samson Cherarkey, MP. The committee approved the proposal, which has since been published as a Bill. (b) Bills – The committee considered a total of 12 Bills during the reporting period. Of these, the committee concluded the consideration of and tabled reports on five Bills, while consideration of the remaining seven Bills is ongoing. We plan to finalize these and table the reports therein in the coming month. (c) Statements — The committee considered three statements during the reporting period and held meetings with the respective Senators and the invited stakeholders. Where the responses were not satisfactory, the committee re-invited the stakeholders to appear before it in the coming month. On petitions, the committee considered four petitions during the reporting period. Following consultations, one of these petitions has since been redirected to the Standing Committee on Devolution and Intergovernmental Relations. The committee is projected to conclude the remaining three petitions within the next two weeks. On Sessional Papers/Policies, the committee considered one Sessional Paper during the reporting period, namely, the Kenya Policy on Public Participation. We are at the tail- end of this and will be tabling our report in the Senate in October. On inquiries, following a statement sought by Sen. Mumma, the committee commenced an inquiry into the status of indigenous people in Kenya. This is ongoing.
