    "content": "Thank you, Madam Temporary Speaker. I appreciate the six Senators that have contributed to this Bill. Cooperative societies are where the economic sector of Kenya lies. When I came up with this Bill, I realized the Bill is outdated and there is a scam in this sector. The last Bill is the Cooperative Society Act No.12 of 1997 and it needs amendments. Therefore, the purpose of the Bill is to amend the Cooperative Society Act (12), 1997, so as to align it with the Constitution of 2010 by setting the functions of the county governments and the national Government in relation to the governance of a cooperative society. When I published this Bill, on 29th August, 2023, the Ministry had not even dreamt to bring such a Bill. In the last 12th Session of the Senate, the Bill came to the House, but because time elapsed, it did not go through. I decided to take time and come up with a Bill so that cooperative societies stop taking advantage of our livestock, agricultural and our savings. Someone should not become a criminal and be part of scamming individuals.
