"content": "Thank you, Madam Temporary Speaker. I beg to move- THAT, this House adopts the report of the Standing Committee on National Security, Defence and Foreign Relations on the report on Petition by Mr. Samuel Esapar concerning the state of insecurity in Turkana County, pursuant to Standing Order No. 238(2) of the Senate Standing Orders. Madam Temporary Speaker, I wish to give the House a brief background. As you are aware, Parliament enacted the Petition to Parliament Procedure Act No.12 of 2012 to make provision for the procedure and for the exercise of the right of a petitioner, of a right to petition to Parliament as provided in Article 199(1) of the Constitution. Further, Part 27 of the Senate Standing Orders also makes provision on how this right may be exercised. The Petition was presented to the Senate by Sen. James Lumenen, MP, Senator for Turkana County, on behalf of the residents of Turkana and the petitioner, Samuel Esapar, which was committed to the Standing Committee on Security, Defence and Foreign Relations for consideration. In the interest of time, I will just outline the issues in the Petition to the long history of enduring inter-community raids, the rise of terrorism and commercialized banditry attributed to the disarmament of National Police Reservists (NPR). This is a very popular topic for me. Popular because since I came to this House, I have always discussed the issue of insecurity. It is not just about Turkana. I am talking about seven or eight counties. I am sure as a learned colleague, you have been following matters of insecurity, human suffering, human rights and so on. Madam Temporary Speaker, I am sure that you are conversant with this. This is a situation where insecurity primarily occurs within Turkana County's internal borders with Samburu, Baringo and West Pokot counties. I want to be on record because this is about Turkana, but it is an issue that has captured almost eight counties. There is Baringo, West Pokot, Elgeyo Marakwet, Laikipia, Isiolo and Marsabit. This is an area that is populated by close to nine million Kenyans who go through this issue. This has been on for the last almost 49 years. This has capitalized on the security gaps in order to engage in acts of terror, apparently for personal gains, such as selling stolen livestock in illicit markets.
