"content": "In addition, there are land boundary disputes, boundary expansion, competition for livestock, pasture, and water which make the raids to continue. Political incitement, facilitation of bandits, ethnic mistrust and hatred are major factors contributing to the ongoing insecurity. Madam Temporary Speaker, there are many reasons for this menace and it keeps on becoming complicated from time to time. It used to be a cultural issue, but now it is commercial issue. To look for the people funding this, supporting this or facilitating this problem has been difficult to come across them. The prayers of the Petition, were that the Senate intervenes to assist in combating the insecurity in Turkana by taking various measures, including- 1. The allocation of more resources to security agencies; 2. Consideration of re-arming the NPRs selectively under strict supervision and providing them with the requisite training, 3. Initiation of land mapping and registration process to clarify ownership and boundaries to help reduce ambiguity and prevent further conflicts. Madam Temporary Speaker, from the county you come from, almost every Kenyan has a title. In these counties, you can talk of a quarter. People do not have title deeds or ownership papers. Therefore, it is a question of whoever comes to displace the people, takes over their land. So that issue of enabling the residents to have title deeds is one of the prayers made in this particular petition. 4. Enhancing law enforcement efforts against cattle rustling activities, including promotion of use of modern technology in the identification and recovery of stolen livestock, education of communities on the negative consequences of cattle rustling; both in terms of lives lost and the economic impact and development of sustainable resource management plans that ensures equitable access to pasture and water resources for all communities. Madam Temporary Speaker, in considering the Petition, the committee first met with the petitioner. This enabled the committee to better understand the issues raised in the Petition, the interventions that the community has sought, so far, whether the same had been successful, and the remedies sought from the committee and the Senate. Further, the committee held meetings with the Governor, the County Government of Turkana, the County Security Intelligence Committee, Members of the counterpart committee of the County Assembly of Turkana, and the commandant of the Border Patrol Unit, Turkana County, to deliberate on and receive submissions on the Petition. I will share the committee's observations in this particular Petition. Having heard from the petitioner and other relevant stakeholders, the committee observed that- (a) There has been persistent insecurity in Turkana County for decades stemming from cattle rustling, banditry as well and cross-border insecurity, leading to adverse effects such as loss of lives, livestock, land, livelihood and disruption of education. These are areas without schools. The raiders come to a village, burn the schools and hospitals and take over the land. This is something that is happening in my county. This is a disturbing situation when I read what is happening in Turkana County, what I witnessed and what I see in my county.
