    "content": "Even to access economic, social, political rights is not easy because polling stations are shifted. People do not vote because areas where they have registered to vote cannot be accessed. This has affected the rights guaranteed by the Constitution to the residents of these areas. (b) Cattle rustling and banditry have plagued much of the North Rift for years, with an upsurge witnessed in recent years. Whereas in the past, cattle rustling was associated with cultural practices among neighbouring communities, the practice has evolved into a serious crime involving killings and disruption of the socio-economic activities of the affected communities. (c) Cattle rustling and banditry are complex practices caused by a myriad of factors, including territorial expansion, the proliferation of firearms, competition and conflict over scarce resources, political incitement and interference, mistrust among communities and clans, poverty, illiteracy and marginalization. (d) While there are currently 1,125 NPRs deployed in the region, their numbers are still significantly low. Therefore, there is a need for the deployment of additional NPRs to support the existing NPRs and supplement the efforts by the national Government security apparatus in the area. Madam Temporary Speaker, you may wonder what NPR stands for. This stands for National Police Reservists. The Government employs the locals, trains them, and gives them weapons because the security agencies have been overpowered. The Government gets the locals who understand the terrain to assist the agencies in pursuing cattle rustlers. There is a need to add more NPRs. Where NPRs have been deployed, there has been a big success in reducing cattle rustling. Observation No.5 - The county security personnel experienced resource challenges, including inadequate vehicles, limited fuel allocation for the available motor vehicles and delayed allowances. While noting the vast geographical area of the county, the committee observes that there is a need for the provision of more resources to efficiently respond to security concerns. These are practical things that I have seen myself. You can go to a police station, where there is enough personnel, the vehicle is there, but there is no fuel. So, they can never respond to a raid. It is important and that is why we are saying that we need more resources to be given to these askaris. Lack of security roads in the region also hampered security efforts in the fight against banditry. There is an urgent need to develop security roads in the region with a view to enhance rapid response and accessibility by security forces. That is also another clear position. You could be having the vehicle and you have the fuel, but again, the roads are impassable. They are not even there, in the first place. So once the raiders have raided a village and go with livestock, the police become helpless. So, we just have to put resources and ensure that these security roads in these areas are improved, so that the security agencies can move around to pursue the raiders.
