    "content": "There is inadequate transport and communication infrastructure that has made banditry-affected areas inaccessible both in terms of incident reporting and movement of the security personnel. What are the recommendations of the committee after listening to the petitioner and the other stakeholders and making those observations? We have the following recommendations. Arising from its observations on the petition, the committee recommends that- (1) That the Senate leadership prevails upon the leadership of the National Assembly to fast track the consideration of the Prevention of Livestock and Produce Theft Bill (Senate Bills No.12 of 2023) and the County Boundaries Bill (Senate Bills No. 6 of 2023) in accordance with the National Assembly Standing Orders. These two Bills have a connection with this because we want to make cattle rustling a capital offence. Somebody goes to another person’s boma which has about 100 cows; you will be surprised that somebody can have 500 cows. Maybe it is a surprise to some of us here. One morning, that person who was a billionaire owning 500 cows, becomes a pauper. He can lose everything. That to me is robbery with violence. So, this Bill by this House, I think it was done by Cherarkey if I am not wrong, is intended to make banditry a criminal offence and, indeed, a capital offence. (ii) The Ministry of Interior and National Administration and the Government of Turkana develop road infrastructure for areas to ease access by security agencies to banditry-affected areas and provide a status report to the Senate within six months of tabling this report. (iii) The Ministry of Information, Communication, Technology and Digital Economy and the Communications Authority of Kenya install network communication systems, including secular boosters in the affected regions and provide a status report to the Senate within six months of the tabling of this report. Madam Temporary Speaker, communication is a problem in those areas. There is no network. If the Ministry and the Communications Authority of Kenya (CAK) can install those networks, it will help so that the raiders can be pursued. We will be able to communicate to the next person that the raiders are already here and it will be easy for them to recover their livestock. The Inspector General (IG) of Police should deploy the proposed additional 1,090 NPRs in Turkana County, ensuring timely payment of their remuneration. There is need to develop proper accountability mechanism for the NPRs with regard to the use of firearms and command structure. Further, the Cabinet Secretary for Interior and National Administration should liaise on with the IG of Police, to come up with proper measures and incentives to ensure that the NPRs do not misuse their firearms and provide a status report to Senate within six months of tabling of this report. That the Ministry of Interior and National Administration provides additional vehicles and fuel rations for the security personnel operating within Turkana County within six months of the tabling of this report. That the Minister of Interior and National Administration ensures timely disbursement of allowances for the security officers operating within Turkana County.
