    "content": "Madam Temporary Speaker, as we are all aware, this is a long- standing issue of insecurity in the northern part of the country, specifically Turkana County. As we were handling this matter as a committee, what surprised us is lack of resources for security forces when they are on the ground. There is also lack of equipment and the NPRs are also not empowered. They also do not have the same capacity like the bandits. My Chairperson of the Committee on National Security, Defence and Foreign Relations has made a comprehensive presentation and given a summary of what we undertook as a committee, our recommendations and basically everything that entails this report. Madam Temporary Speaker, since I do not want to repeat what my Chair has already said, I second that this House adopts this report of the Standing Committee on National Security, Defence and Foreign Relations on the Petition by Mr. Samuel Esapar concerning the state of insecurity in Turkana County.
