    "content": "Thank you, Mr. Speaker, Sir. I would like to congratulate my brother, Sen. Cherarkey, for bringing up this issue. I hope the Committee will sit and look at what we have done with our Integrated Payroll and Personnel Database (IPPD) and what the national Government has done in the Public Service Commission, that is, the individuals that the Government has employed. We need to know how many teachers we have in this Republic. I can tell this House that if you ask for that list, you would not get it. Recently, a Kenyan said that he went to chase for their retirement benefit payments. When they went there, they found that they had been – I do not know how to put this statement – I was going to say that they had been killed, but I said they were dead four years before they went to claim their retirement benefits. That is so shocking because many of our people are finding it a challenge to get their retirement benefits, gratuity, and everything that requires Human Resources in our country. I would wish and pray that the Committee on Labour and Social Welfare, once they sit down, must come up with modalities on how we are going to make sure that in our republic, somebody, somewhere, can have a list of all the employees of Government, even employees of the private sector. Make sure that we have a system whereby we can validate and analyze and a system that is self-vindicating."
