"content": "Mr. Speaker, Sir, in partnership with all these financiers, we have agreed on the areas we will target. In many of these areas, farmers are vulnerable. If the Government does not support them, they will be unable to go to their farms, yet they have the potential to produce. So, two factors come in. There are areas that have potential to produce, yet farmers do not have the capacity. The first 36 districts are what we started with. If this programme succeeds, as we envisage it, we will expand it to every district in the country. This is the second year we are doing this, and we believe that, funds being available, we should be able to upscale this programme and make fertilizers accessible to, at least, the most vulnerable farmers in our society."
