    "content": "We, as the leaders of this country, it is not lost to us that this country like many other countries globally has been going through a lot of challenges. This calls for leaders to sit down, see the situation as it is and adjust correspondingly. Mr. Deputy Speaker, Sir, some counties have huge pending bills, not because they do not get their disbursement timely, but because they do not set their priorities right. It is known that once a new governor is elected, he does not give priority to pending bill as the first charge as it is supposed to be. Instead, they take advantage by giving their friends, cronies or preferred contractors and suppliers a contract, so that they can make some money. If we address the issue of governance alongside disbursement of funds and ensure that the money that has been disbursed is also used prudently, we will not only cure the problem of pending bills, but ensure that no employee goes unpaid. This is because it will be a priority. Mr. Deputy Speaker, Sir, it does not come as a surprise to see county governments and national Governments repairing roads and buildings, while wages remain unpaid."
