    "content": "(b) The award of orders, decorations and medals is bestowed or conferred by His Excellency the President of the Republic of Kenya. This is the practice by most Heads of States worldwide. All titles of honour are awarded to men and women of proven integrity whose role in and contributions to the country and society in general have been adjudged as exemplary, profound, pre-eminent and inspiring. They must be people who have excelled in distinguished service to the society and nation in social, political, economic or scientific spheres through display of exceptional brilliance, courage, commitment and valour."
