"content": "Thank you, Mr. Speaker, Sir, I join my colleagues to welcome Hon. Mbadi. My question is on revenue because it is related to development projects and their funding. We have never gotten it right as far as the system on collection and automation of revenue in the counties are concerned. Over the years, we have the Kenya Revenue Authority (KRA) to collect revenues on behalf of counties. Recently, there was a proposal that they want to come up with a system that is going to take care of revenue automation in the counties, so that we have a uniform system. We are losing a lot of money in those counties which could have complemented the budget allocated by the national Government. My question to the hon. Cabinet Secretary, because he is the new broom, how can he ensure that revenues collected at the county level is properly collected, whilst coming up with automated systems in all the counties because we see cash is collected in all counties. Yesterday, we had Siaya County where they are still collecting revenue in cash and we are on 21st century. Can the hon. Cabinet Secretary come up with a system that is acceptable across the board because governors fight such a system? Kenyans would save a lot of money if he came up with such a system on revenues collected at the county level."
