"content": "Thank you, Mr. Temporary Speaker, Sir. The Cabinet Secretary has presented a number of questions, including the last submission on the procurement of this e-to-e system that will ensure that there is some prudence in terms of financial management in the country. Facing a lot of audit queries in the counties, we have had several concerns where sometimes the requests at the Controller of Budget (CoB) have no coherence with the audit reports of the Auditor General, which means that in the financial system, there must be some voiding that is happening. My question is a two-pronged question because of the oversight function of the Senate. Is there an impact assessment report on this system in terms of projecting its effectiveness that we can access as a House to anticipate how that system would work in arresting what I might call leakages and wastages in financial flow? Is there a chance that the National Treasury can give Senators access to the end of this system when it comes alive because, currently, Senators have not had interaction with the IFMIS system?
