    "content": "missionaries who have dispensed exemplary service. They include the late Bishop of Luda Diocese, John Sim Howard and the Protestant Dr. Dick Anderson. They built the first hospitals and secondary schools in the most remote parts of this country. However, they are not part of this list! This is a result of one reason; the nominating committee at the district level does not compose the local people who know exactly who did what and when. Could the Minister consider reconstituting these committees to have local people not just residents showing up at an annual event? They should be part and parcel of the local committee that will look into the distinguished service to the good people of Turkana."
