    "content": "Thank you, Mr. Speaker, Sir. Looking at the itinerary of the Prime Minister, it appears that there is more focus on relating with foreign institutions than local ones. My understanding of the core business of the Prime Minister is co-ordinating Government functions, including those relating to the Kazi kwa Vijana Programme. Is the Prime Minister allocating sufficient time to monitor what is going on, particularly, in the implementation of Government programmes? There is a very big gap between what the Government says it is doing and what is actually happening on the ground."
