    "content": "Kimunya, who is a Minister. There is also the Permanent Secretary in the Ministry of Trade, Mr. Cyrus Njiru. I really do not have to go through all the members of the delegation. Mr. Speaker, Sir, Mr. Mungatana has raised a very vital point, but I seek his indulgence that let this be part of the report that the Prime Minister will make when he returns because I am not privy to the discussions that they have held with the Chairman of Barclays Bank in South Africa. With regard to the issue raised by Mr. Baiya, I would like to state that the Prime Minister is, indeed, co-ordinating the Ministries. For instance, on Cabinet matters, he has been chairing all the Cabinet Sub-committees. On that basis, he monitors and keeps tabs on what each Ministry works on and makes recommendations either for legislation or change of policy. I have been a frequent attendant of these sub-committee meetings. I know there are other Ministers who attend these meetings depending on the topic of the day. That gives the Prime Minister a good opportunity to co-ordinate other Ministries."
