So, what we have undertaken in Northern Kenya and other ASAL areas is to form sub-committees to make sure that they recruit those who will enumerate people up to the grassroots level. Secondly, we have made Members of Parliament to be part of the District Census Committee, so that they are able to help in publicity and advocacy to ensure that they talk to their own constituents to make sure they are available during the census."
