    "content": "Mr. Deputy Speaker, Sir, I appreciate that there is need for the Government to allocate enough funds. However, we have over 1.8 million persons in this age bracket. Since they are 1.8 million, even if we were to pay 1 million people - right now we are covering only 33,000 households in the whole country – at the rate that Parliament has asked, that would mean Kshs24 billion per year. When people were making considerations here on how to reallocate funds, whereas we had suggested that some money goes towards the cash transfer for the older persons for us to scale up, Parliament itself vetoed it."
