    "content": " Mr. Speaker, Sir, the first question from hon. Bahari, I had adequately covered it. I have clearly said that people outside the country, there is nothing we can do. The law allows us to enumerate only people who are within the country. Unless we change the law before then, there is nothing we can do. However, I have emphasized that the Member of Parliament is also a member of the District Census Committee. He is there as a member to make sure that he talks to his people and persuade them to be there, during the month of August to be counted. So, I hope hon. Bahari and other members from pastoralist areas, will help the Government on that issue."
