    "content": "I would like to stress that there is need for this House to interest itself in this kind of agreements, and in particular, in pushing the Ministry of Finance to ensure that they are debated in the House. One of the elements in the ACP-EU Joint Parliamentary Assembly is that Parliaments are going to be expected to do oversight. It will be very sad if the EU will have prepared its Parliamentarians to also come into the ACP countries, and into our country in particular, on their oversight mission and our own Parliament is not yet prepared. It is very important that before the Ministry of Finance signs these agreements, Parliament is acquainted with their contents and, as Parliament, actually passes them."
