    "content": "Accountability is one thing that must be ensured when funding is brought in. We know that tomorrow the Budget is going to be read. We expect the Minister to declare all the revenue that has been collected and indicate how he intends to spend it. We also know that there is funding that comes from donors that is not accounted for at the budgeting stage, either because the agreements have not been completed, as in the case of the EPAs, or because the funding has not been finalised. We have to have a way in which Parliament can oversee that kind of funding and seek accountability from the Ministry concerned. Mr. Temporary Deputy Speaker, Sir, I am very happy because of the Finance Bill that is going to enable us to scrutinise each and every expenditure by the various Ministries. It is, therefore, very important that this House is acquainted with any funding. I would like to emphasise that there is need for the Ministry to make declaration as and when funding comes from any donor that has not been accounted for in the Budget. With those remarks, I beg to move."
