    "content": "I rise pursuant to Standing Order No.53(1) to seek a Statement from the Standing Committee on National Security, Defence and Foreign Relations regarding increased cases of insecurity in Kisumu City County. Mr. Speaker, Sir, there has been an upsurge in insecurity in Kisumu County driven by various factors such as inadequate street lighting, rising urban poverty, especially in informal settlements like Manyatta, Obunga, Nyalenda and Nyawita, among others, which suffer from poor infrastructure and inadequate services.
