    "content": "nation, the President and the Prime Minister swore to obey the laws. The moment they choose to disobey the law, the moment I choose not to pay allegiance to such a State; the moment the Government stops to obey the law and chooses to operate outside the law; I will not be loyal to that Government. We all understand the genesis of civilized living. We have to move from a state of nature where everyone is a killer unto himself and agree to live in an orderly manner. Here is a situation where we come with a Motion in hindsight, hoping to use the same sentiments that we are against on this Floor, to brutalize our women and children in Rift Valley Province. We have come out of very serious Post-Election violence. The Rift Valley Province is bleeding. We refuse to be taken back to those times. We told this Government that we are ready to discuss. During lunch hour today, I was with hon. Dr. Wekesa and indicated to him that we can do bamboo farming. If we do bamboo farming, we could provide electricity to this country by using bamboo to produce methane. We are using diesel which is very costly to this country. Diesel destroys the environment. Bamboo can give us an alternative to generation of electricity. It can also give us an alternative to generation of paper. However, what are we doing? We are simply harvesting trees all over the place. We are giving a licence to Timsales and so many other companies that belong to the well-connected. We, in the Rift Valley, are not opposed to conservation. We want this to be understood very clearly."
