    "content": "Madam Temporary Chairperson, I confirm that I am representing Sen. Okiya Omtatah. I beg to move: - THAT, Clause 8 of the Bill be amended by inserting the following new subclause immediately after subclause (3)— (3A) The consent under subsection (3) shall not be required where— (a) there is a documented report of child abuse by the parent or guardian who is required to provide consent; (b) the parent or guardian required to provide consent practises religious or cultural practices that risk the health of the child; or (c) the parent or guardian required to provide consent has been diagnosed with mental incapacity."
