"content": "Thank you for that guidance. On behalf of Sen. Andrew Omtatah Okoiti, I beg to move- THAT Clause 14 of the Bill be amended— (a) in paragraph (h) by inserting the words “and traditional” immediately after the words “programmes for skilled”; (b) by inserting the following new paragraph immediately after paragraph (h)— (ha) develop and implement training programmes for the care of women with special needs for skilled and traditional birth attendants; and (c) by inserting the following new paragraphs immediately after paragraph (i)— (ia) ensure that there are sufficient ambulances to provide emergency prenatal, postpartum and neonatal evacuation services within the county; (ib) ensure that respective health facilities are accessible and can provide specialised care to persons with special needs"
