    "content": "Madam Temporary Chairperson, with the same instructions, I beg to move- THAT Clause 16 of the Bill be amended in subclause (2) by inserting the following new paragraphs immediately after paragraph (b)— (ba) develop and implement public awareness and community participation campaigns targeting persons with special needs and informing them of their rights under the Act; (bb) promote awareness of the rights under this Act and the bodies responsible for effecting and protecting the rights.
