    "content": "Mr. Temporary Deputy Speaker, Sir, it is unfortunate for any hon. Member to start ethnicizing and claiming that some people were taken to the Rift Valley. Kenya is free for all. I have never heard anybody talk about the descendants of settlers who are third generation Kenyans and who own huge tracts of land. Nobody called them foreigners, but you want to call your own African brother a foreigner. Nobody talks of the rich among us from all ethnic groups who are having land all over the country. Are we again criminalizing poverty as hon. Members, the same way the Government has criminalized poverty? Why do we want to set our people against one another? I plead that we join together to force this reluctant Government to behave responsibly. Failure to which, we bring a Bill and ensure that the proper thing is done so that we can move to rehabilitate our catchment areas without causing destruction to human livelihood."
