"content": "Thank you, Hon. Speaker. I commend Hon. Oluoch for requesting for the statement. There is a very good reason why roads are rated differently. We have roads which are rated for county governments and we have roads for national Government. The reason why that was done was after realisation that the first county governments were unable to do all the roads. After they were unable, there was an agreement between the national Government and county governments that there must be roads to be done by the national Government and roads to be done by the county governments. One wonders why they were unable to do those roads, gave them back to the national Government and they are now raiding the same amount of money that is supposed to do the roads. Governors must be reminded that this House is the one that allocates the money. If one raids the hand that feeds you, that hand can deny you the food that it gives every other day. I call upon this House to be vigilant about county governments. I also ask our brothers in the Senate to supervise those people because they do not use the money they get to do the roads in the counties. If you come to my constituency, you will hardly see a road that has been done by the County Government of Kakamega, but you will see the roads that have been done by the Kenya Rural Roads Authority (KeRRA). So, Hon. Speaker, like my brother, Hon. Atandi, I request that you protect what belongs to the national Government."
