    "content": "It will be out of order because, just like you are saying, I have ruled many times before that when a Question comes before the House, it becomes the property of the House. I have similarly ruled many times before, and so have my predecessors, that when a Minister does not have an answer that is satisfactory with the concurrence of the Questioner, a Question can be deferred until such time that the Minister has a satisfactory answer and the hon. Member is satisfied and ready to proceed with the Question."
