    "content": "It would have been better if SHA had told us that they are able to use the system to integrate everything. Nobody would be complaining. So, as we consider this Bill on libraries, let us not introduce things that already have systems and are functioning. Those systems must be integrated. We have Information, Communication, and Technology (ICT) control, which can help us integrate library services across the country. This means that we need 47 counties to have libraries. As I support, it is time we use our resources with the knowledge of the challenges we are facing. Let us not spend extravagantly in every sector. We must also ask ourselves whether those committees that we are establishing are viable because everything can now be handled using technology. We do not need to have committees all the time for something to function. With those few remarks, I beg to support."
