"content": "This Bill’s objective is to give effect to Article 11(2)(a) of the Constitution. Also, it will help distinguish the functions of the national library from those of the public libraries, which are devolved to the county level. National library services are vital for they contribute to the preservation of cultural heritage. They also support education, research and promote access to information by all citizens in this country. It is really unfortunate when we go to our counties and see the bad state of public libraries. It is really pathetic. Anytime you enter those libraries, you come across materials or books that are outdated and obsolete. Governors have not put any funding to ensure that we, at least, empower the libraries."
