    "content": "the Judicial Service Commission is binding in this House. It does not matter how many times the county assemblies or parliament has applied a different formula. The only time when this matter has come up for determination is before the High Court. The High Court has given a finding that you round off to the nearest whole number when you are confronted with an issue which requires numbers to be rounded off.
