    "content": "Mr. Deputy Speaker, Sir, I am not talking about this specifically, but I am saying generally that, in that part of the world, the leadership of these group ranches tends to change whenever there is a change of political leadership. So, what was agreed during the previous leadership is not necessarily what would be agreed in the current or the subsequent leadership. So, we have many of those group ranches where, while we are just about to complete the exercise, a new scenario emerges that if you proceed and issue title deeds--- For example, there are one or two group ranches in Trans Mara that I know. If we dared to give out title deeds now, there would be violence. So, I think the onus is on the political leadership to bring their people together. I have seen it in some areas, especially in the Coast, where the political leadership has brought people together to expedite those processes. I would like to appeal to hon. Konchella that, at the end of the day, there is nothing to be gained if you have two groups, which are perpetually fighting over the same piece of property for the last 20 years. I think the best thing is to bring them together and find a middle ground so that we can give your people the title deeds, which they deserve."
