    "content": "Mr. Speaker, Sir, let me, first of all, acknowledge the good work that Sen. Dullo has been doing for the people of Isiolo County. If it was not for her diligence in ensuring that those people get their services - that those hospitals which are now shut are opened so that the people get services - we would not be discussing this matter. This is unprecedented. This is the first time that your Chair has almost censured a sitting governor. This House protects devolution. The framers of the Constitution gave this House powers to ensure accountability, a fiduciary responsibility on those who are given that responsibility by the citizens. I sit in the Committee on County Public Investments and Special Funds (CPIC). It is quite sad because our job is very simple, to ensure that we take these governors to task in ensuring that they use the resources wisely.
