It is very dangerous for Ministers in the Government to come here and tell us that they have not been given enough money and yet they are the ones who prepare the Budget. Is the Minister suggesting that we do not approve the Budget simply because he was not allocated the Kshs7 billion? How does this Government work? Is he not supposed to have consulted, given that land adjudication is given priority when it comes to allocation of money?"
