    "content": "All public institutions are required to maintain a conflict of interest register, which can be inspected by individuals upon application. That is the starting point. If, for example, a public officer or a state officer feels that he is conflicted, he is supposed to declare the conflict in that particular register. The EACC also has a role in that it is mandated to enforce and implement the Leadership and Integrity Act together with the regulations."
