    "content": "Hon. Temporary Speaker, having given my views, I take the opportunity to congratulation Hon Elisha for championing the debate on this good Bill. He should address the key concern of the role of the Competition Authority in dealing with dominance. How will that affect the Competition Authority Act? How will the issue of allowing bigger telecoms or operators to set their own fees without having the approval of the regulator affect the regulator? I urge the House to support this Bill. With those remarks, I beg to support."
