    "content": "This is because of the issues I mentioned earlier. Most of the deaths are simply caused by asphyxia, trauma, sepsis and pre-term. If community health workers were involved from the beginning, the situation would have been reversed. Hon. Temporary Speaker, this Bill requires that we recognise, regulate and invest in community health workers so that disease outbreaks within our communities can be detected early enough to enable prompt referral of deserving cases to Level II and Level III hospitals. If we do that, we will prevent a lot of sufferings and deaths. We will also save money because many patients will not be progressing with diseases to tertiary care. With those remarks, I request my friend, Hon. (Dr) Nyikal, to second this Bill. I know that when he retires from active politics, he will be a very helpful community health worker in the village.
