"content": "The fifth issue is that the Committee agreed to delete Clause 11 of the Bill that sought to amend Section (11)(4) on the objects of the Water Sector Trust Fund to enable the water works development agencies to benefit from the fund. Currently, the Act mandates the fund to provide financial support to counties for water and sanitation services as well as support the development and management of water services in the marginalized and underserved areas."
