    "content": "The WSTF also receives contributions from the county governments for agreed upon programmes as stipulated under Section (1)(1)(7) of the Act. Expanding access to national entities that are already financed by the national Government raises concerns over the equitable distribution of these resources. This could create an imbalance, allowing the national entities undue advantage while depriving counties of vital resources needed for the local water service development."
