It was referred to the Senate for concurrence, but it was returned to this House with proposed amendments. This House rejected the Senate amendments and committed the Bill to the Mediation Committee. We are, therefore, discussing what has already been agreed upon by the Mediation Committee set up by the National Assembly and the Senate. Is it the mood of the House that I call upon the Mover to reply?"
