    "content": "Despite all that, I also want to point out here that many elderly persons in Juja Constituency are covered under this programme. However, there are many others who would like to be covered under this programme in his constituency. I would like to say that once we scale it up, most of that money will be given to elderly persons in Upper Eastern and northern Kenya. Those are the areas with the highest poverty indices and have been marginalised for a long time. So, I do not want to give my colleagues high hopes that every elderly person in their constituencies will be covered under this programme."
