As a country, it is the reality that after the fall of the Finance Bill, 2024, we are living in abnormal times. The Arms of the Government; the Judiciary, Parliament and Executive – Ministries and Semi-Autonomous Government Agencies (SAGAs) had to cut their budgets because there was a drop in revenue collection. Governors and the Senate should realise that we are being practical on this matter. Not only did many departments reduce their budgets, but the county government’s funds were only reduced by five per cent. The reality is that when Ksh400 million was reduced to Ksh380 million, everybody cut their budgets. There is no need in this country to have…"
