    "content": "it is also important to note that Kenya is a signatory to the International Convention for the Protection of All Persons from Enforced Disappearance. However, the country has yet to ratify that crucial agreement, which will be instrumental in addressing human rights violations and ensuring accountability for victims and their families. Hon. Speaker, it is against this background that I seek for a statement from the Chairperson of the Departmental Committee on Administration and National Affairs. In the statement, the Chairperson should address the following - 1. Status of investigations on the kidnapping and torture of Mr. Pasgalis Kosgei; 2. Any steps the Government is taking to stop abductions, enforced disappearances and killings in the country; and, 3. When the Ministry will forward the International Convention for the Protection of All Persons from Enforced Disappearance to Parliament for ratification. I thank you, Hon. Deputy Speaker."
