    "content": " Actually, Hon. Deputy Speaker, the fees were gazetted. It was a means of raising revenue for the State Department. However, there were no concerted discussions with the Committee of Parliament. Whereas it is out in the public domain, we need to review that position because it raises fundamental issues.
