    "content": "of dams that were promised in the 1960s have not been realised up-to-date because of the challenges in the balance sheet of the country. As I said at the beginning, the Government approach today is to have Public Private Partnership (PPP) where you will let private equity flow into the construction of dams, development of the infrastructure and reticulation works, which can be paid off like it is with the Expressway. I would want to urge my colleagues to keep their eyes wide open especially with the water service providers. We have a gap in terms of governance and management. We do not have the technology application in the usage of accounting and billing systems. With the advent of internet technology, we know that it is possible today to apply for smart metres. These smart metres will not be of any use if there is no water or the taps are running dry. I would also want to urge my colleagues to support this Bill and to enhance their role in oversight, so that we can improve governance, transparency and accountability in the water works and water service providers to ensure that Kenyans get water across the counties.
