    "content": "Mr. Temporary Deputy Speaker, Sir, I also feel the need the hon. Member is expressing but we go by the rules and regulations which are laid down. As I said, health centres and dispensaries do not qualify for that facility. However, since it is a new district, I have no doubt that the District Health Management Board and the District Health Management Team will soon recommend for the Lari Health Centre to be upgraded to a sub-district or a district hospital. If that is done, the facility will definitely be there. However, it is not possible to construct a mortuary in a health centre. The nature of treatment in a health centre hardly ever needs a mortuary. They are meant for management of not very sick people. When they are very sick, we move them to the right institutions which are hospitals."
