Clause 119(a) states that- “The Controller of Budget shall have viewer rights access to all bank accounts maintained by the county executive, the county assembly and all other county government entities.” I am sure Sen. Osotsi will agree with me that that includes all the water service providers. So, I think this is a very progressive proposal. I pray that Members will support the same. I second."
