(a) How much money did the Ministry of Education set aside for learner capitation grants in the academic years 2023 and 2024, and could the Cabinet Secretary state the proportion that has so far been disbursed for each of the years? (b) What measures has the Government put in place to ensure timely disbursement of the capitation?"
