Does the return-to-work-formula with the lecturers have a relation with the current deficits that you have? We are currently seeing the university lecturers striking, claiming that the return-to-work-formula stated that Kshs9 billion should have been released, but the Government only gave about Kshs4 billion, pointing out that there is a deficit, which is clearly a recurring problem."
